2. Assess State

• First Wednesday of the month? Queue PROGRAM_REGISTRY full refresh.
• Start of a new quarter? Queue TECHNOPARK_OPTIONS and INCENTIVES_ADVISORY.
• Any program announcement in journal from other agents? Queue a targeted PROGRAM_REGISTRY diff.
• Always run APPLICATION_CALENDAR at the end of each cycle.

3. Execute Skill
